Storing heat in the ground
An aquifer is a body of water in permeable rock. It holds a temperature, it moves slowly, and it can be used as a seasonal store: warmth put in during summer comes back in winter. It is among the oldest ideas in thermal engineering and one of the hardest to permit.

How a store works
Aquifer thermal energy storage uses at least two wells. Water is drawn from one, passed through a heat exchanger and returned to the other at a different temperature, building a warm side and a cold side underground. In summer the building rejects heat into the warm well; in winter it draws it back. The store is the ground itself, which is why a large one costs almost nothing to build and a badly sited one costs everything.
What the geology has to give
It asks for a permeable layer with enough flow, confined so the two sides do not mix, at a depth that can be reached economically, with water chemistry that will not foul the wells. None of that is decided by the project. It is surveyed, and the survey either supports the scheme or ends it. Which is why hydrogeology comes before the plant room, not after.
The legal layer is the deep one
Returning water to the ground at a different temperature is a regulated act. German water law governs abstraction, reinjection and thermal impact, and the permit is a project in itself with its own timeline. A scheme that is technically sound and legally unstarted is not a scheme. We treat water-rights status as a deliverable with an owner and a date, like any other.
Where it fits, and where it does not
A store suits a load with a seasonal shape. A data centre's own load is close to flat, so the value is rarely in cooling the halls – it is in what the site can offer a heat network that does have a season. Read that way, an aquifer is less a cooling system than a buffer between a constant producer and a variable consumer, and it should be argued on that basis or not at all.
